Ostagarian Empire
The Ostagarian Empire emerged during the middle centuries of the Second Age following the Founding of Ostagar and the Awakening of the Races. It was the first large-scale political structure in the history of Arkanthys and represented the earliest attempt to organize civilization beyond a single city.
Centered in Ostagar, the empire was led by the Saren, the first mortal civilization created by the Pantheon. With divine guidance, the Saren established systems of governance, law, scholarship, and trade that spread far beyond the borders of Grimhold.
Unlike many later empires, the Ostagarian Empire did not expand primarily through conquest. Its influence spread through migration, diplomacy, and the cultural authority of Ostagar itself. Cities founded under Saren guidance adopted the same institutions, traditions, and systems of law that had first emerged in the First City.
For centuries, the Ostagarian Empire represented the closest cooperation between mortals and the Pantheon.
Rise of the Empire
As Ostagar grew into the greatest city of the early Second Age, new settlements founded by migrating Saren appeared across Grimhold and neighboring lands. These communities shared the laws, traditions, and governance structures that had first been established in the First City.
Over time these settlements began recognizing Ostagar as their cultural and political center. Councils of governors, magistrates, and scholars coordinated trade, infrastructure, and law across the expanding network of cities.
The Pantheon did not rule directly as monarchs. Instead, the gods guided the development of civilization through teachings, visions, and emissaries. Their influence shaped the early institutions of governance while leaving daily rule to mortal leadership.
Through this partnership between divine guidance and mortal organization, the Ostagarian Empire gradually formed.
From Ostagar, roads and maritime routes spread across the continent. Trade networks connected distant settlements, allowing knowledge, culture, and resources to move across vast distances. Cities influenced by Ostagar adopted similar systems of governance, architecture, and scholarship. Temples dedicated to the Pantheon became centers of civic life, while libraries and academies preserved the growing body of knowledge produced by the empire.
Although many regions maintained their own peoples and traditions, the cultural influence of the empire became widespread. The systems first developed in Ostagar. Written law, organized administration, and structured urban planning, spread across much of the known world.
During this era, the Saren civilization became the most powerful and influential society in Arkanthys.
Relations with Other Peoples
The rise of the Ostagarian Empire occurred alongside the emergence of other races across the world.
The dwarves of Khazural remained largely independent within their vast subterranean kingdoms. The elves of Valira, born from the magic of the World Tree of Syrandora, developed cultures closely tied to the forests of Myrien and Cadrien. Humans, descendants of the Pantheon’s abandoned first experiment, spread across distant lands beyond the early reach of the empire.
The Skarnn, originally created to assist the Saren in building early settlements, became a common presence throughout Grimhold and played a significant role in constructing the infrastructure of the expanding civilization.
Though the Ostagarian Empire did not conquer these peoples, its influence gradually reached many of their lands through trade, diplomacy, and cultural exchange.
Legacy
The Ostagarian Empire established the foundations of civilization across Arkanthys. Its systems of governance, law, scholarship, and urban organization shaped the development of countless later societies.
For many centuries the empire represented the height of harmony between mortals and the Pantheon. The gods guided civilization, and the Saren carried their vision into the world through cities, institutions, and shared cultural traditions.
Although later ages would see tensions grow between divine authority and mortal independence, the Ostagarian Empire remains remembered as the era when civilization first spread across the world and the foundations of history were laid.
