Nifleheim
Nifleheim is the largest and most influential settlement in Grimhold. Carved into towering black cliffs overlooking the southern sea, it serves as the political, cultural, and spiritual center of the Skarnn. Where Ravenhold operates through trade and shifting power, Nifleheim endures through ritual, precedent, and the Skarnn code of strength, honor, and silence.
The city is defined by stark stone architecture, iron braziers burning cold flame, and the Arena where all disputes are resolved. It is the oldest surviving population center in Grimhold and the seat of Jarl Barl Grimwulf.
Geography and Setting
Nifleheim is built directly into the cliff face, rising in layered tiers above the sea. The position provides natural defense but exposes the city to constant wind and cold. Snow gathers along narrow terraces and stairways, and the coastal air carries salt and frost through every level.
The surrounding valley forms a transition between the White Border and the southern coast. Forested but uneven, it supports limited resource gathering and acts as the primary inland approach to the city. Expansion is restricted by terrain. The city grows vertically, not outward.
City Structure
Lower Harbors
The lowest tier, cut directly into the cliffs. Docks are built from black stone and reinforced timber. Vessels are small, durable, and designed for unstable waters. The district contains boathouses, storage halls, and the dwellings of sailors and fishers.
Midcity
The functional center of Nifleheim. It contains forges, communal halls, training yards, and the city’s primary gathering spaces. The Arena and the Shrine of the Eternal Rest are both located here. Movement is constant but controlled, with hunters, warriors, and messengers passing through narrow, well-worn streets.
Highspire
The uppermost level and seat of authority. It contains the Great Hall of the Jarl and the chambers where decisions affecting all of Grimhold are made. The district also houses ancestral halls and private structures belonging to influential families.
The Arena
The Arena is the central institution of Nifleheim. All significant disputes are resolved within its walls. No external judgment is permitted. Outcome determines truth, and results are binding. Authority does not exempt participation. Even the Jarl is subject to challenge under established conditions.
Shrine of the Eternal Rest
Located in Midcity, the Shrine serves as the primary burial site of Nifleheim. Beneath it lies a network of stone crypts containing generations of the dead. Burial avoids earth, favoring carved chambers and engraved markers.
The shrine is maintained by the Elegy.
Economy and Resources
Nifleheim sustains itself through hunting, fishing, timber, and metalwork. Trade exists but is limited. Exchange with Ravenhold and southern merchants supplements essential resources but does not define the city’s economy.
Long-term storage is standard. The city maintains reserves sufficient to endure extended winters without external support.
Military
Nifleheim does not maintain a standing army. All able individuals are expected to fight when required. Training occurs across Midcity in distributed yards and halls. Defense relies on terrain, reinforced structures, and controlled access points. Gatehouses and cliff paths can be sealed quickly in response to threat.
History
Nifleheim predates The Godwar and remained intact during the collapse of northern regions. It served as a refuge during the fall of Ostagar and the instability that followed. In the Fourth Age, it became the central authority of Grimhold due to its continuity and adherence to established tradition.
The Arena system originates from early Skarnn practice and has remained unchanged. It continues to define governance, law, and social order within the city.
